Caltrain EMU's ???? I don't get it.

Sounds like Caltrain wants EMU's to replace the entire current fleet of diesels and commute cars. My issue is, wouldn't it be cheaper and more logical to just buy Siemens ACS 64's built right here in Sacramento? and keep or modernize the current passenger car fleet?

What are the Advantages of EMU trains over traditional passenger trains?

The people at the Caltrain modernization booth at their 150 anniversary today gave me the deer in the headlights stare when I asked them this very question.
