That may be seeing the whole thing a bit too narrow. Keep in mind that the Transsiberian Railway as well as the Baikal Amur Magistrale are (at least partly) electrified, and electrification is under way on the stretches which are not yet. And you can be sure those lines are not commuter lines, but heavy freight. Considering the threats to the shipping routes by pirates, RZD can offer a safer and considerably faster service for containers from south east asia to Europe.
Electrification is, however, a considerable commitment for a certain line, as it makes this line a high-performance line. This also means that there is no space for deferred maintenance and such crap.
I guess there have been many studies why the Milwaukee electrification failed, but IMHO, there are some important reasons why: a) lack of maintenance, b) incomplete electrification, c) aging 3000 VDC electrification.
