Rail to Trail Feasibility?

Does converting the POTB into a trail make any economic sense? I have done a little research on this subject and have found that with combined engineering design, environmental studies, and construction costs can range from $500,000 to $1,000,000 per mile. A trail does not directly generate dollars unless there is a recreation use fee charged! Every ten years when a 100 year storm hits the Salmonberry area and wipes out the trail, how are we going to justify the expense of multi-million dollar repairs for this trail? Food for thought.
