The "big picture" and central theme to all these discussions is that it seems like the only entity
with enough money to keep these lines open is the government. Solution in that case might be to
bring everything to a zero or start point and develop a government run insurance fund to cover
some of these potential problem areas. Shortline bites the bullet and contributes to the fund and
some percentage of the line produced tax base matches it. It's obvious that no single line can
produce enough "spare" revenue to cover some of these unforeseen problems so it's a matter of put
your hand out or come to some permanent solution.
