State of WA must reduce carbon emissions by 72% -- double track waste?

Under president Obama's newly released emission standards, State of Washington is obligated to reduce its carbon emissions by 72% by whatever means state sees fit. Since Washington's current governor has publicly stated his opposition to coal and oil ports in "his" state, BNSF's capacity projects between Spokane and Pasco could prove a waste of time. Also under this new set of regulations, railroads could be regulated by each state to reduce emissions.
