Obama rule covers ALL CARBON EMISSIONS, read fine print.

According to the full text of the Obama order, the EPA is directed to reduce ALL carbon emissions. For electricity, states are directed to reduce the carbon emissions of the production of electricity used in that state, even if it is produced in another state. In the state of Washington, an average of 23% of electricity used comes from coal fired plants.

And by Washington State Law, an increasing amount of electricity must be produced by renewable sources and, by law, hydroelectric power is not considered renewable.
