I don't see it that way. Recent practice on the line was to use 136lb. rail and the railroad people installing it weren't stupid.
What is stupid is pretty much everything about "SMART"(?) Who needs Bugatti doodlebugs - if you cannot afford wire, fuggedaboutit. The McNear family was able to build the P&SR with wire with its own money in 1903, when society was a lot poorer than today.
How many MCI luxury coaches could you buy for one Kinko Sharyu doodlebug?
The freight ops are an unfair subsidization to benefit a few insiders and certainly unfair to the truckers. I suspect that BART and MTC are involved in this fiasco too as they plan to eventually shove their goddam broad gauge beercan cattlecars down the Northbay's throat and don't want any successful standard gauge OCS light rail to muck up their scheme.
Maybe SMART's union will decide to pull a no-show like Muni TWU 250A and it will go down like the 6 month GGT strike of 1976 when the drivers lost their ass. Then they can just shut the thing down for good.
