Absolutely, the Disney transport system (I am more familiar with WDW) is essentially a transit system, having most of the features making up a transit system.
For an operation like Disney, transportation is crucial, and that's why they consider it part of the infrastructure. We would have to compare it with "no transit system", and the associated effects and costs, as well as the non-income because guests would not come.
This same model could very easily be placed over a city, and we would have pretty much similar reasoning. That it does not happen has more to do with the lack of sense of responsibility "for the city" by the politicians — on all levels.
