You do need to keep an eye on Mr. Peoples.
Similar folk in other areas started suing everybody in sight over railroad "problems" and if public agencies were involved they sometimes gave in and changed or closed things. He almost certainly will encourage a large lawsuit against RTC and both railroads over the roundabout case, which will almost certainly be settled for a substantial sum because even with an obvious defense a court date is a ****shoot that costs a lot of lawyer money. I would not at all be surprised if it were impossible to come up with even an economy-sized (civil trials allow for that) jury, or even just a judge, in Santa Cruz that would find for RTC and the railroads. "It's just an obvious nuisance considering that it'll never carry trains" etc. etc.
So watch and, if necessary, lobby the politicians who could just kill the whole railroad thing for spite or lack of interest, despite having to pay back the state money they took to fix it up if they do that. The state money was for a railroad not a bike trail.
