I have seen old weathered signs that looked like they were engraved but it's the black letters that stood tall. I believe the reason is the where the lettering was it effectively was a double layer of paint. As the post or sign weathered the white paint wore off first exposing the wood to the elements. Maybe the black paint was better than the white and preserved the wood better. Either way the outer layer of wood wore away leaving the lettering relieved.
