I agree with Dick and the others: painted on - no engraving.
In 2001, the California Central Model Railroad Club repainted the Agnew Depot (Former SP, former SPC) and my son and I removed, repainted, reinstalled the station signs. Stripping and sanding the old paint, we found prior layers of black painted lettering, and no signs of engraving.
We opted for vinyl lettering, and worked closely with the printer to get it right. 14 years later, the station signs still look good (though the rest of the depot is ready for paint again).
