Motorcar FRA certification?

Hello,

I'd like to know if I need to certify or inspect by FRA a Fairmont Gang Car that I plan to operate on several different shortlines that are part of the general transportation system (non insular).

Should the best tips be to notify FRA?
It's going to be mostly for track inspections as the MAIN PURPOSE. Joy rides may come later. That's why I'm not considering NARCOA that much...
Should an inspection be performed annually? Should I conside ASME, ISO?
