So I am seeing this as you are wanting to start a business where you travel around with your speeder and railroads can hire you to do inspections of their railroad. Then on days you don't have inspections you will run your speeder on lines just for your enjoyment(With permission I'm guessing since riding the rails any other way is unsafe and illegal).

If this the plan I would see NARCOA qualification as a good thing. You could say, "Hire me, I meet all of NARCOA's rules and then some." Being a member of NARCOA doesn't mean you are exclusive to NARCOA events.

Why aren't you going to use a hi-rail truck. It would seem much easier and is what other inspection outfits use?
