What ron says there is a huge part of the problem. The daisy pickers are out sightseeing while traveling on track. The one and only thing they need to be intensely focused on is the vehicle in front of them, whether it be their pilots hirail truck or the next motorcar in line. No amount of flashing lights to the rear, or flag waving is going to pull their head out of the clouds. Perhaps a well placed chunk of ballast square to the forehead might get their attention; at least the brakes might be applied at the time of the collision...
