Why do they think that SMART engineers and other employees will live in Marin County? Considering that the maintenance base is in Santa Rosa I would expect that they would live in that area. Cost of housing is lower and it would be a shorter drive to work. Plus it's nicer and less crowded as you get farther north away from the bay area.
Saying SMART crews will be living in Marin County is like saying ACE Crews will be living in San Jose. Sure it's possible, but why would they?
