I suspect the delay is a result of coordinating multiple agencies. Highway fatalities also commonly result in reopening delays or significant traffic restrictions of an hour or more, simply to get all the responders on site, even if everything is obvious to the first one there. That's just part of our legal system.
Thinking only of First and Second World countries and legal systems, what actually does happen elsewhere? Any readers from Europe want to comment? I have to assume there *are* occasional trespasser and level-crossing incidents, even if not on the seemingly one-a-day (if you're lucky) rate in the U.S.
