Generally, the investigators don't want anything to move until they do their thing, and it's just too bad for the inconvenienced motorists, etc. A friend of mine who works on the BNSF ran over a previously-murdered and dumped body. They were there a very long time because the coroner couldn't find the guy's head. It was eventually located in the bushes a fair distance away.
Usually, the wait is much less if the victim is still breathing when they're loaded in the ambulance, but it still takes quite a while.
