Extending BART to Livermore would be a waste. To improve ACE it would be better to add flyovers at Niles, add some double track to the UP where easy, and reroute ACE via Milpitas with a transfer to BART at Warm Springs and eventually Irvington.
While a bit further away from some employers, almost none of them are within walking distance of the stations at Great America or Santa Clara anyway. The employee shuttles could meet ACE at the new stations, while some people could actually walk between these new ACE stops and their job or home.
ACE could add the following stops:
Irvington - Fremont + future BART infill station
Warm Springs - BART transfer
Great Mall - Milpitas + VTA transfer
North First - San Jose + VTA transfer
San Jose Diridon
Centerville could still be served by Capitol Corridor trains along with ACE/Caltrain Dumbarton service.
