Yes, minimizing transfers is a very important goal, but there is almost nothing within walking distance at Santa Clara. Most ACE passengers are already transferring to shuttles there. I'm suggesting the shuttles could nearly as easily go to Great Mall in Milpitas. Meanwhile, ACE would be serving stations that have some proximity to housing and employment, meaning more people wouldn't have to transfer at all when they could walk or bike to the station.
I'm not convinced my proposal is perfect, but it makes sense to have stations where there is density. Unfortunately, ACE wasn't conceived that way. ACE assumes its passengers are in either a car or a bus at both ends of the train ride.
Also, this allows ACE to avoid the congestion of the Centerville line. The addition of a flyover at Niles for freight would free up the bottleneck at that location.
Your suggestion of a shuttle from CV to BART goes against your goal to minimize transfers. I'd guess those two transfers alone would add at least 20 min.
