CEQA is used as a planning tool. So that communities can plan for the future. You have to consider full build out of every proposed project. Often it gets to that point quicker than you might think or want. If CEQA doesn't apply to NCRA as so many here are advocating then whats to stop traffic from growing to 20, 30 or 40 trains a day?

If 16 trains a day is extreme then why doesn't NCRA just commit to something reasonable now, like only running say 5 trains a day forever? Make everyone happy.
