Ending "heavy" freight has been argued for some time. Clem Tiller, who posts here, made an argument in 2009 that freight was a luxury that Caltrain and HSR could not afford.

I know the linked blog is aware of Clem's work, and I know that Caltrain is as well. (Although Caltrain is not always happy about Clem's work in 2009 or today =)
