I don't think this was a wish list item or a dispatch item for Caltrain. I think there are a couple of drivers:

--the UP is happy to get out of small volume service.

--grade crossings need to be eliminated for Caltrain and HSR. The cities and counties along the peninsula have been trying to find a way to separate crossings and deal with new tracks while not enraging NIMBYS. Meeting needs for freight adds to the expense.

--there were still some issues to negotiate with the UP any time Caltrain wanted to do anything. The ultimate authority over the line was never tested, but if the UP withdraws it will in some way simplify life for Caltrain.
