I agree, it will not be eliminated. I think it is likely that a shortline contractor will have less leverage with Caltrain than the UP, and that Caltrain may be able to limit freight requirements in various ways, e.g., like conservative grade requirements. I do not know enough about this to know where FRA rules would come in.....
