So, what you favor is essentially Road Pricing. I fully agree with that, because would potentially be the fairest system.

Now imagine the outcry if all trucks had to be fitted with a device that records the mileage, depending on whether loaded or empty, and the operator has to submit the data at regular intervals to be billed (that's actually what happened in Switzerland (installing devices, and also the outcry). Nowadays, the system has been in use for several years, and it is working reasonably well.

Germany has something similar, but limited to the Autobahnen. Trucks have to have installed a transponder which is read from fixed devices on the entrances and exits of the highways.

So, it would be possible, technically and organisationally. It just would require the political will to implement. For practicality reasons, it would, however, have to be done on national level.
