This is the same Quentin Kopp who now heads the infamous CHSRA chartered to build high speed rail in California. It is mainly a political fiefdom, that doles out planning contracts for a contractors dream cost overrun system. Now the voters will have a bond on the ballot to build it. The bill to allow the bond vote was hijacked by Quentin with amendments to favor his pet projects in Nor Cal, leaving nothing but the debt for Sou Cal. It was taken away from him in the Senate and rewritten with some controls, and will now likely be on the ballot. But, the CHSRA is still the top candidate for state agency most likely to be a complete boondoggle. Unfortunately, reform legislation to take this taxpayer funded consultant slop trough away from Kopp and create a much needed and accountable Department of Rail failed in the legislature.
