And isn't what Boatright did exactly what is to
be expected in a "business-friendly" state?
Can't have all those pesky government regulations
such as inspections getting in the way of making
lots of money, can we?
[sarcasm off]

I do wonder if NS did any investigation before they
contracted with Boatwright to make wood ties for them?

IMO, random inspections by a well-qualified neutral
third party that knows the field are essential to make
sure quality work is being done.
