They have made a start. Housing is so expensive because we aren't building enough and lots of people want to live here. Many cities are saying "We've go ours. Pull up the drawbridge." They usually go by the acronym NIMBYs or even BANANAs.
A short time ago the state legislature passed a dozen or so bills that essentially say, "Do your part." So, for example, if a building is proposed that satisfies the zoning the city or county has passed and does not affect public safety in some way it cannot be blocked from being built.
In other words, Say what is allowed and then allow what you say is allowed. And then let the law of supply and demand work.
Of course if all those people always bad mouthing California and threatening to move would actually get up and go the situation would be improved... and in several ways.
