Considering HSR largely competes with air travel and not highway travel, the amount of deaths that will be prevented is neglible given the safety of air travel.
If the goalpost is "lives saved", then there needs to be a set timeline for the measurement, and actions if the goal is not met - i.e. politicians jailed and forced to repay the construction cost back to taxpayers; construction companies forced to repay taxpayers...
Frankly, I'm surprised that the airlines that operate intra-California air service haven't just left the state, between the taxpayer-funded cut-rate, tax-exempt competition being formed, and the existing taxes and cost of doing business in the state.
