Rule of law, or just make s#it up? And, speaking of bull$#it, kind of like those earlier so-called "cost benefit" numbers that were cited? Those actually aren't true "cost benefit" project analysis numbers. Those are the purported injection benefit effects of that amount of funds expended, over a given period. It is the effect in increased long term macroeconomic outputs from spending public works dollars, and this rates "high" because it spends a lot. We could have spent the same amount of something useful and gotten the same effect.
So as I said earlier, just kind of make it up as you go along, to justify whatever the f##k you want, and wing it.... Kind of what this CHSRA fiasco has been doing with taxpayer dollars for about 22 years now.
I just love the excuses you two keep making for this project, keep them coming...... they don't fix anything, but they do keep me thoroughly entertained with your naïve sense of misplaced idealism.
