As I said, any nonsense that WSDOT started the service "early" because of some looming deadline, which would cause them to somehow have to lose or repay funds, is complete BS,
That deadline referenced applied to completing the construction work, by the end of the Fiscal Year, which ended on September 30, 2017, when the authority to expend Federal grant funding would have expired and the funds would lapse.
That "deadline" has nothing whatsoever to do with, nor would have any impact upon, when they opened the line to operation.
That deadline for timely expenditure of funds, had already passed, and as far as expenditure of the applicable Federal capital grant funds was concerned, they were already done, and thus "on time" for the deadline applicable to those construction expenditures.
The funding agencies have whole websites dedicated to just these requirements, or you can hear things......
