Kopp certainly has many missteps to answer for, such as diverting funds from a top priority project, extending Caltrain to the Transbay Terminal, to the back-burner project known as BART-to-SFO. The passenger potential of the downtown SF extension was orders of magnitude greater in the early 90's than the mediocre but expensive airport project and it has only grown in recent years. Think of the SalesForce Tower.

Conversely, Kopp has said that he always favored Tejon but it was Antonovich who insisted on the Palmdale-Tehachapis detour.
