It's been over ten years since Amtrak acquired onboard systems for some of their locomotives, which are capable of reading over a dozen different brands of track circuits found in the United states. I believe it was made by GRS - now called Alsthom. Sufficient interoperability is already an accomplished fact.
Moreover, 80% of all track circuits now in service in this country are already capable of cab signalling / ATC. They already communicate signal aspects through the rails - thus eliminating pole lines. They just need to be configured to also communicate those aspects in a way that is usable in the cab.
The stuff is here now - no need to wait for for pie in the sky GPS/PTS
No excuse either!
