The theory here is that since the engineer called and the conductor repeated the Flashing Yellow the train received at the east end of the Chatworth siding, and the engineer was required to call the indication of the next signal (was Approach), that when he didn't the conductor should've inquired about it, taking action to stop the train if necessary.
