This economy runs on credit. A lot of people across the whole economic spectrum stand to lose if nobody does anything about this financial fiasco. It's a bitter pill we have to swallow.

Otherwise, what happens when railroad a railroad can't find a lessor for new locomotives to replace its tired old roster? Oh wait, there won't be any commodities for them to move anyway because employers (perhaps yours?) won't find loans to finance projects that will keep us employed.

So let's not bail out the financial market. Then we won't need ATC, signal emulators, smash boards, or anything else to protect the commuting public because few will be going to work.

There's a phrase for this bailout... "lesser evil."
