That's not true. To the extent that electric and hybrid vehicle drivers pay property taxes, they contribute funding for the costs associated with the 300,000 miles of county and city-owned roads in California. If you believe that such drivers should pay more, that's fine, but at least get your facts right.

Automobiles are powered by gas which is taxed to pay for roads. Humans consume food to generate power to put bicycles in motion. Logically, let's tax food to pay for the costs of bicycle infrastructure.

What about the huge environmental costs of over reliance on automobiles for transportation. What about lost tax revenues when a highway is thrust through the tight confines of urban areas displacing huge numbers of tax paying residents and businesses? What about the costs of 40,000 people slaughtered annually in crashes and many more who are seriously (often permanently injured? Maybe the gasoline tax should be increased to cover those costs.
