Yes, this is how to build a cost effective (even profitable...) high speed rail system. This is a well planned, affordable system, with competitive travel times, on a multi-centered corridor, with fast (Class VII will be the highest speed in the grade separated freeway corridor), that meets an actual travel demand on a highly used and congested corridor.
And, look there's no political teet on this cow for a "change order" milking machine, or incentives to maximize project costs, to maximize profits for the management team, since they report to investors, not politicians holding campaign fundraisers.
We economist's are really into where we put those "incentives" in these sort of things, they seem to really affect how the "market" works (or doesn't?) for providing this sort of thing.
Now, on to Las Vegas, with affordable (to construct, operate, ride, and even to make an actual profit on) "express" (not a "cost is no object" "super high speed") "high speed" rail passenger link by Virgin Trains USA....
