FRA has a very narrow view of what HSR is.

As if the FRA knows what HSR is. Maybe the ACELA and that's it. Chinese and others are LAO while commuter rail rules in Miami.
BTW, Vegas will have 150+ speeds, so there is hope for Brightline yet.
