If you include money from other sources, it makes it sound like the POTB has lived on handouts. What about other shortlines, how much have they received. Millions upon millions have been poured into other shortlines, especially with the CO and COII money, so Mr. Root's statements are very misleading. Even AERC is on the list for a lot of that money. Sometimes recieving money just shows that you have good lobbyists or political power.
