A tube is an intriguing idea but I think it would be more expensive than a bridge for light rail.
Since the entire NWP project is an exercise in nostalgia perhaps it makes more sense to leave in place the existing historical structure than replace it with one patently inadequate for future use.
I am beginning to think that the Novato opposition to SMART-NCRA-NWP was entirely barking up the wrong tree. The reason they were attempting a delaying strategy was because they feared the projects would actually succeed. The right approach would be to speed up the process and then nail them politically when they fail to produce. Somewhere, sometime, someone has to set up a standard: so many carloads a week or so many passengers a day or you're outta here.
