Take a close look. They are adding a parallel bike path, rebuilding at least 1 road segment, probably also rebuilding every road and pedestrian crossing on the segment, and adding modern signalling (and grade crossing) protection.

And, yes, the labor pool cost in the North Bay is VERY high. With the rebuilding in Santa Rosa and the surrounding area, finding contractors for extended work is going to cost $$$. And it would if we were talking about a road, a house or any other construction project.
