Welcome to why "central planning" or "command and control" have some merit. The unseen hand of the free market has no inherent mechanism to compensate for deleterious effects of technical decisions such as leaded gasoline, overfishing, etc. In fact the private sector is always looking for ways to externalise any costs they can with NO concern for future consequences. Point is here in our representative democracy we have the ability throiugh agitation and serious campaigning, to push one industry or another toward a more socially useful or healthy goal which otherwise would be ignored.
