Two things: GM cars do have a reputation of being very well made, and if you've seen some of the so-called cars plying Euro roads, you'd understand the desire to drive something American made.

Secondly, don't assume European nations have more regulation over autos than the US just because their governments tend to be more socialistic. Our environmental laws are actually much more stringent than most European environmental laws. If a European nation wants to build a power plant or a new highway (or rail tunnel), they'll have it finished before the US even completes the required EIS!

Now Europe expects Obama to make the USA fall on the sword of CO2 regulation and take the brunt of CO2 emission reductions, just so they can start building new coal-fired power plants. And I have no doubt we're stupid enough to actually do it.
