Third rail design

My reading of the article indicated that the third rail was not the problem.
The culprit may be the hardware holding the cover above the third rail. Fouled the paddles on the bogies. The paddles are designed to break off.
It's all about inspection and maintenance. Walking; against traffic.

"Older" properties didn't cover their third rail. Still don't.
New York Central used under-running third rail to minimize icing. Working well today.
Also has the advantage that damaged paddles fall clear.
Pennsy used top-running third rail; visit Long Island grade crossings.
