Yes.
The highest voltage 3rd rail was the Michigan United at 2400 v DC. It didn't work because of creepage and a tendency to arc directly from the rail to the trucks.
After experimenting with many kinds of 3rd rail shoe designs, Bartd designed its own, based on the fold-up Potter shoes borrowed from the Key Units at Rio Vista.
Most overrunning 3rd rails have coverboards in various states of repair except for the CTA which uses the GE style gravity shoe that can't be used with coverboards. Underrunning 3rd rails (CCT, 1200 v DC; NYC, 750 v DC) are covered with a cap.
Fences come and go, except in California where they are required by state law (the McClathcies constantly harping about the NE's 'death rail").
