Can't you come up with any credible arguments in response?
I think that there may still be a private/public "match" component. Although the failure to create the public private tax/bonding incentives, which is apparently some kind of "victory"(over me??? LMAO....) is just plain stupid.
The politician's in this counrty like to talk a good show about public private partnerships and bringing private entrepreneurship to the table on infrastructure, but in the end, as we all know from the "runaway money train" fiasco, the contractors that come to the fund raisers, just love the "low bid", and we'll make it up in the change order racket.

Ah, the magic of CA going to 140,000,000 annual passengers?....? And, pre Covid Amtrak's "record" year was IIRC somewhere around 37 million?
