I agree with BOB2 that an upgrade of the existing system on the Peninsula with somewhat slower top speeds makes a lot of sense. Obviously they are insisting on a stop in Palo Alto and there will be slow going into the Transbay Terminal. 125mph seems a bit of a reach.
I cannot see the wisdom of building elevated structures in earthquake country unless there is absolutely no alternative. A combination of trench, surface and limited tunnel should be doable. A massive elevated will be hated for years to come the same way the Embarcadero Freeway was loathed. And it was a terrible blight, attested to by the fact that real estates values have zoomed since it was torn down.
I do believe China will become the new test bed for earthquake-proofing structures.
