Drew-I just spent a couple of hours reading the details of the transportation plan of both Monterey and Santa Cruz Counties. The price of the branch was dropped from $19 million to $14 million because of the condition of the line. The UP required the county to put the 5 mil in some kind of trust to be dedicated to fixing the high priority maintenance needs of the line. There are 27 bridges on the line. Most are OK for FRA excepted operation, but the San Lorenzo River bridge apparently needs seismic retrofitting and general repair soon. It is going to take a fair amount of capital, well beyond the $5 mil to bring the line up to proper class 1 (?) standards that would allow passenger operation. For right now, 10 mph freight is all there is. So Mikey and Dave are going to have to figure out how to kindle some freight. The County still intends to purchase the line, and they do see passengers, freight and tourism in the big picture. But the line needs a lot of work and money before they get there. The big question I have is why did Cemex protest the Sierra assumption to the STB, stating they needed to see commitment on the part of the Sierra to continued freight operations, and then turn around and pull the plug on their Davenport facility in almost the same breath? Me thinks some cards are not showing.
