Reading the back and forth outlined in those STB documents it looked like they had indeed talked, but Cemex's logistics man felt all his answers about future ops to the plant weren't being answered in full. If anything, it was the Cemex man who may have been out of the loop as the decision to close the plant was probably made long ago. Anyone following the situation coudl see the writing on the wall.
