Since someone is always going to be inconvenienced, who should it be? At San Francisco's downtown ballpark (AT&T Park), where fans must cross streets to get to the Park from parking areas and transit, many of the surrounding (and otherwise quite busy) streets are closed just before and after games -- it inconveniences drivers, but is a convenience to the attendees. At the Oakland Coliseum & Arena Complex, immediately adjacent to an active UP (and Amtrak) line -- there is a large overpass and tall fencing.

Or the stadium's own security. If the city and/or stadium operator are going to invite and even encourage people to attend events, then don't they have some obligation to try to assure the safety of those coming? (And yes, no one should be so stupid as to try top get over, under, around, or through an active train!)
