No, I respectfully disagree. Where everybody befitted tax-wise and profit-wise except the Railroad you want them to pay for Police? In a city where the City workers had their Pensions underfunded by city government I suggest this whole mess is due to bad planning. The RR was there since the 1880's, maybe the city has not noticed. Of course the SD Police surrounded a BNSF freigt at Morena for "having no crewmember aboard and having it's engines running and aimed toward San Diego'.
